What are cookies?

Why do I have to give permission to use cookies?
As of 5 June 2012, a new Telecom Act is in force in the Netherlands. Free access to the Internet is legally established and the user of a website must give permission beforehand if cookies are placed on his computer. Cookies that are necessary for the functioning of the website (functional cookies) may be used without the consent of the visitor.
